“A concerned citizen observed a visibly impaired woman, later identified as Heather Locklear, at a parking lot in Montecito, CA. Ms. Locklear was driving forwards and backwards over a pair of sunglasses and revving her engine. A few moments later, that citizen watched Ms. Locklear drive away. The citizen left the parking lot and came upon Ms. Locklear and her vehicle now stopped within the roadway on east Valley Road, near Live Oaks Road, in Montecito.

The citizen became concerned when Ms. Locklear exited her vehicle and stumbled into the traffic lane. Concerned for Ms. Locklear’s safety, the citizen called 911 and reported the entire incident to CHP Ventura Dispatch.

CHP Dispatch broadcast the situation to officers in the area. Santa Barbara CHP officers responded to the area. Upon arrival, they located Ms. Locklear seated alone in the driver’s seat of her vehicle which was obstructing the traffic lane.

The woman who called 911 on Heather Locklear says she never gave the paparazzi a heads up, according to her lawyer.

Attorney Nick Tepper, who reps Jill Ishkanian, tells “Extra,” “At no time did my client call the paparazzi.”

So where on earth did TMZ get off saying that she immediately called a paparazzi agency after calling 911? Well, we’ll tell you.

Marc Mann, owner of KM Press Group, told TMZ Sunday night that Ishkanian did indeed call him after she called 911. KM got the arrest photos, which TMZ obtained and published.

We asked Mann why Ishkanian would call him. He told us Ishkanian knew they had shot Locklear approximately an hour before the arrest. Mann says they stopped shooting Heather because nothing eventful was happening.

The KM photog was a half mile away from Locklear, shooting someone else, when Mann says he got the call from Ishkanian.

By the way, Mann was on the phone with Ishkanian Tuesday night, immediately before he told us she was the one who tipped him off.

Khloe Kardashian sister of Kim on ‘Dancing With The Stars’, was in court today for a progress hearing on and nearly blew it when the judge learned she hadn’t completed her required drug and alcohol classes by today’s scheduled appearance.

The judge scolded the reality star this morning for missing more than one of her classes but Khloe says it wasn’t her fault. Khloe Kardashian blamed holidays that fell on scheduled class dates were closed and over booked sessions with not enough seats, kept her from fulfilling her obligation, but the judge wasn’t having it.

The “Celebrity Apprentice” wannabe was still given until November 17 to complete her last class and is required to fly back from NYC this month to do a day’s work in an L.A. morgue.

TED MCGINLEY - Actor Ted McGinley’s extensive television credits include Married&with Children, Hope & Faith, Happy Days, recurring roles on the critically-acclaimed series The West Wing, Sports Night, Charlie Lawrence, Dynasty, and The Love Boat. He has also starred in such films as Pearl Harbor, Daybreak, Dick, Major League: Back to the Minors, Wayne’s World 2, and the cult hit Revenge of the Nerds. Newcomer Inna Brayer will be paired with Ted. Inna is the current US Amateur 10 Dance Champion.

JEFFREY ROSS - Comedian Jeffrey Ross a.k.a. the “Roastmaster General,” has delivered numerous show stopping performances at celebrity roasts honoring the likes of William Shatner, Hugh Hefner, Donald Trump, Pamela Anderson, Bob Saget and Emmitt Smith, inspiring New York Magazine to crown him The Meanest Man in Comedy. Dancing with the Stars: The Results Show will feature the return of Macy’s Stars of Dance, featuring some of the most renowned dancers and choreographers of our time, including an extra spectacular performance on October 21st to commemorate the Macy’s 150th anniversary. The Kids Ballroom Dance Competition, a fan favorite, also returns.

Hosted by Tom Bergeron (America’s Funniest Home Videos) and Samantha Harris (E! Entertainment), the celebrities will perform choreographed dance routines which will be judged by renowned Ballroom judge Len Goodman and dancer/choreographers Bruno Tonioli and Carrie Ann Inaba.

Former Blink-182 drummer Travis Barker and singer-song artist Adam “DJ AM” Goldstein were in critical condition with extensive burns Saturday after a jet crash the night before that killed four people, authorities said.


Two of the four who died late Friday were passengers and two were crew members, the National Transportation Safety Board said in a statement.

The NTSB has sent a Go Team to Columbia, South Carolina, to investigate the crash.
The Learjet 60 crashed on takeoff at the Columbia Metropolitan Airport at 11:53 p.m.Friday.

Beth Frits, spokeswoman at the Joseph Still Burn Center, in Augusta, Georgia, said Barker and Goldstein arrived at the hospital early Saturday. She said both men had “extensive burns
.” Barker and Goldstein had played at a huge free outdoor concert in Columbia’s Five Points district on Saturday night, CNN affiliate WIS-TV said.

Other acts at the concert included Perry Farrell, former of Jane’s Addiction, and singer Gavin DeGraw, Columbia Mayor Bob Coble told The Associated Press
. Representatives for Farrell and DeGraw told AP they were not on the plane
. Federal Aviation Administration spokeswoman Kathleen Bergen said the twin-engine, private jet was cleared for takeoff on a flight to Van Nuys, California, and began its takeoff roll a few minutes before midnight.

Air traffic controllers “saw sparks coming from the runway — whether that was from the aircraft or its engines, we don’t know,” Bergen said Satur
day. The jet left the ground but crashed near the end of the runway on a road adjacent to the airpo
rt, she said. There were no other aircraft on the runway and no vehicles on the road, Bergen said.

William Owens told WIS-TV he was driving down Highway 302 when he said he saw a fireball go across the road.

“I didn’t know what I had seen — it was maybe 800 feet in front of me, but as I approached it closer though, I made out a fire. By then I was able to see the tail of the jet and I recognized it as a jet,” Owens said.

Owens told the station he tried to get to the wreckage.

“It’s in flames and the fuel is running across the road and I had to cross the fuel to get to the two guys that seemed to have been dumped on the highway,” Owens said.

Owens told WIS-TV the two men were running around and pulling off clothing to put out the flames. He said he asked them if anyone else was on board the plane and they said four people were with them.

“We turned to the jet to try and see if there was anything we could do, but immediately, there was nothing anyone could do,” Owens said.

The Five Points Association has released a statement saying that they are “deeply saddened by this event and our thoughts and prayers go out to the victim’s and their families,” WIS reported.

Officials told the station the airport will be closed until noon.

In trouble with the law Kanye West grabbing a paparazzi’s camera at LAX on his way to a flight headed to Hawaii. You see Kanye (wearing gray hooded sweatshirt) and his bodyguard/road manager (wearing red) grabbing the camera away from the photog. It appears the bodyguard, Don Crowley, gets the camera and Kanye gets the lighting component. Crowley smashes the camera to the ground and Kanye does the same with the light. Kanye and body guard were arrested for vandalism. They’re both being held on $20,000 bail. Is the TMZ camera man at fault? Should Kanye go down for kicking some TMZ ass? You decide…
